In September, LDP held a public debate at Ha-Nyenye Maputsoe. The objective was to improve a record of parliamentary engagement with Basotho including constituency feedback on parliament and constituency clinics.Following a series of gatherings for Principal Chief, Area Chiefs and local chiefs and a workshop, chiefs requested that their subjects be educated on parliamentary issues, roles and parliamentarians’ roles. Those were debated extensively with more emphasis on relations between parliament, MPs and constituents.

It was apparent that most constituents had little or no knowledge of what a parliament is, they lacked understanding of levels of government, were unaware of the Constitution of Lesotho and, ceremonial powers of His Majesty the King and formation of State Council. They showed lack confidence and trust in their government as it continuously disappoint them when making laws without involvement of the public and prioritising party obligation or line over public needs.

LDP again showed the community the importance of participating in law making processes. Public hearings were held at Ha- Mokati, Ha-Thamane and Tsikoane Moreneng. The objective of these was to continue to educate constituents about parliament, its roles and MP’s roles and to promote public participation and parliamentary engagement. In these gathering constituents were concerned about the importance of public participation in law making processes.

The issue of recallability also surfaced, constituents wanted the law to allow them to be able to recall MPs who do not perform both in constituencies and parliament. Most were interested to know about the National Budget –Appropriation bills, Money bills- how they are debated in parliament an how the public can contribute in such bills.

Lesotho Democracy Programme the fourth Meeting of the First Session of the Seventh Parliament of Lesotho was commenced on the 12 th September 2008.
