1. Land Bill, 2009 Public hearing hosted by Prime Minister's Ministries and Departments Cluster

Date : 9 th October 2009

Objectives : To enhance public participation in legislative processes and improve linkages with parliament and portfolio committees.

Nature of Activity: Public hearing -Outreach

Place: Manthabiseng Convention Centre

Attendees: MPs, District Administrators, District Council Secretaries, Councils, Principal Chiefs, selected NGOs, Civil Society Organisations, Business Organisations from Maseru , Berea , Thaba Tseka and Mafeteng.

Issues and Observations

The Land Bill, 2009 proposes the consolidation of the Land Act 1979 amendments and related laws. It also introduces in land administration and land tenure security with the view to promote efficiency in land services and enhance use of land as an economic asset in Lesotho . In a nutshell the bill repeals the 1979 Land Act.

September 2009

2. Strategic objective: To be “…a forum and network for the gathering, exchange, and dissemination of information relevant to the strengthening of civil society/parliamentary relations in Lesotho ”.

August 2009

Summary

The following activities were carried out during August 2009

•  Public hearings held at Butha Buthe Constituency to increase public participation in parliamentary activities and public information on parliament.

  • Liqalaneng Ha Ramokema 10/08/09
  • Liqalaneng Moreneng 10/08/09
  • Marallaneng 11/08/09

•  Meeting with Pela Tsoeu Lobby groups, MP and Menkhoaneng community council to improve relations between MP, council and the lobby groups.

  • All lobby groups in Pela Tsoeu Constituency, the MP of the constituency and the Community council of Menkhoaneng C10.

•  Presentation on Public participation in councils and parliament in Matsieng and Makhoarane councils

•  Meeting with stakeholders on Education Bill, 2009

•  Forum on Education Bill, 2009 to provide platform for civil society to debate bills before parliament and incorporate contributions of stakeholders in the legislation.

July 2009

 

1.1 Workshop on Strategic Planning Session for Parliamentary Select Committees and on HIV and AIDS and the Social Cluster Portfolio Committee

 

The Management of the Parliament and the National Democratic Institute (NDI) for International Affairs had extended an invitation to LDP in relation to the said workshop. This is a positive sign that LDP is beyond doubt that the LDP is making impact with regard to parliamentary issues.

 

The following were the objectives of the workshop as pointed out by the organisers:

  • To provide parliamentary committee members with strategic information to enable them to exercise their representational, oversight and lawmaking functions;
  • Help members of Select Committees to develop a better appreciation of the HIV and AIDS situation in Lesotho , including partners in the response and entry points for more effective engagement
  • Ensure plans specific to HIV and AIDS are coordinated across all parliamentary committees
  • Assist Members of Select Committees to in the National Assembly and Senate to develop a strategic framework to ensure accountability on HIV and AIDS and governance.

•  Debate on Education Bill 2009 with teachers, chiefs and councillors in Likhetlane Constituency to increase public involvement in parliamentary activities.

•  Submission to Law and Public Safety Cluster to enhance public engagement in law making processes and further improve relations with parliamentary portfolio committees

•  Democracy and Human Rights Commission monthly meeting to improve relations and partnership with commission and involvement of other CSOs.

The Lesotho Democracy Programme held a number of public hearings at Seroeng in Makhaleng Constituency on 16/02/2009 and Ha-Tlali on 26/02/09. There are eleven villages that fall under the Seroeng ward Chief which were present at the public hearing while on the other hand Ha-Tlali cluster had been represented by ten villages.

November and December 2008

The Lesotho Democracy Programme (LDP) held a series of public gatherings between November and December 2008. The workshops were intended to afford constituents an opportunity to meet their MPs to discuss developmental issues and concerns that affect them.

October 2008

In order to address the issue ofpoor record of parliamentary engagement with the people of Lesotho, including little constituency feed-back, few constituency clinics, an absence of public information on parliament and poor media coverage of parliament, Good Governance Officer together with the Democracy Head organised and held three series of workshops at Roma, Our Ladies Guest House for the Chiefs and Councillors in the Local Council of Makhaleng A11 within the Makhaleng Counstituency No. 45 on 15-16; 20-21; 23-24 October 2008.

September 2008

The Good Governance Officer attended the commencement of the Fourth Meeting of the First Session of the Seventh Parliament of Lesotho. The Honourable Madam Speaker addressed the House and by officially informing Honourable Members about the passing away of one of the MPs, Hon. Sekoala Toloane, the Leader of BCP. Therefore, in pursuant to the National Assembly Election (N0.1) (Amendment) Act, 2001 section 146A, if a vacancy occurs in connection with the PR seat allocation to a party, the Speaker is empowered by law to appoint the next person on the list in order of preference. Therefore, the Speaker announced that Thulo Mahlakeng was appointed to take the Oath. Therefore, Mr Thulo Mahlakeng was now a new Member of Parliament.

In September, LDP held a public debate at Ha-Nyenye Maputsoe. The objective was to improve a record of parliamentary engagement with Basotho including constituency feedback on parliament and constituency clinics.
Following a series of gatherings for Principal Chief, Area Chiefs and local chiefs and a workshop, chiefs requested that their subjects be educated on parliamentary issues, roles and parliamentarians’ roles. August 2008

Unpalatable relations between NGOs particularly TRC and the Lesotho Congress for Democracy (LCD)-led government remains a challenge to both parties and therefore efforts must be considered in order to redress this situation. Therefore, the Good Governance Officer (GGO) had frequented the LCD office in order to organise a meeting with the LCD Secretary General with the aim of introducing the LDP activities, forging relationships and building rapport with the LCD.

Rothe Elections
LDP observed the which were held in July 2008. The elections were held after the death of the Lesotho Congress for Democracy member Ishmael Molebatsi Makhebesela who died in March 29 at the age of 46.
The Lesotho Congress for Democracy swept the Rothe by elections with a landslide majority bringing their tally in Parliament to 62. They polled 2407 beating the All Basotho Convention into second place with 1604...
